Abstract: This report analyzes the problems faced by the State of Massachusetts in improving the educational programs and outcomes in low performing schools and districts. The report is based on 55 face-to-face interviews with Massachusetts principals, superintendents, and staff in the state education policy communities. The report concludes that districts need additional technical assistance in three domains: curriculum and professional development, data and assessment, and leadership. The authors of the report provide a series of recommendations on actions the state should take to improve low performing schools and districts. In addition, the authors highlight the current problems faced by state education officials in attempting to implement the report's recommendations.
