    Abstract: This report outlines the recommendations of five prominent education researchers for improving educational outcomes for middle and high school-aged struggling readers. It also serves as a template for research topics. The recommendations are to be immediately implemented, while the suggested areas of research should be implemented over time. The panel identified 15 items which will lead to an increased number of fluent readers. These elements include: direct, explicit comprehension instruction; strategic tutoring; extended time for literacy; and a comprehensive and coordinated literacy program. The authors believe that the 15 elements may be "flexibly applied" to create the most effective program. However, all programs must include three basic elements-professional development, formative assessment and summative assessment.
